EU leaders ended the 15-16 October Brussels summit without a 2028-2034 budget deal. Antonio Costa will take talks forward, with a special summit on 26 November. On Ukraine they reaffirmed just peace, financial and military support, and called on Russia to cease fire.
They welcomed the 90 billion euro Ukraine loan and 6.6 billion euros in military aid. Migration brought discussion, not settlement; the budget remains the hardest file.
